29 years ago for the first time in Russia, the system of education accreditation emerged. Getting adjusted to a new reality in the period of perestroika, the system of education was in dire need of technologies and assessment tools for education quality in order to be aligned with international trends. This event became an important landmark in the development of Russia’s higher education and establishing quality culture.
In April 1995 the Scientific and Information Centre of State Accreditation was created in Yoshkar-Ola by order of V.G. Kinelev, Chair of the of State Committee on Higher Education. Two years later in April a first meeting of the Accreditation Board was held. Since then, the concept of "accreditation" has been firmly embedded in Russian education.

When the new law «On Education in the Russian Federation» of 29.12.2012 № 273-FZ appeared, independent accreditation has started to develop. Today NCPA (Yoshkar-Ola) is a leader among accreditation agencies. It was successfully reviewed by the international external review board of the Asia-Pacific Quality Network (APQN) and has been successfully registered in the Asia-Pacific Quality Register (APQR).
